POSITION DESCRIPTION:

Under general supervision, performs the full range of airport public safety functions consisting of airport law enforcement, emergency medical response, TSA security measures and other applicable emergency airport procedures. Incumbents is defined in the California Penal Code Section 830.33 as a State Peace Officer.
Vacancies currently exist in the City of Fresno Airports Department. THE POSITION

Under direction, supervises, trains, and directs subordinates in the Airport Public Safety Division engaged in aviation security, law enforcement and aircraft rescue and firefighting operations. Incumbents supervise and perform the full range of airport public safety functions consisting of airport security, law enforcement, fire safety, emergency medical first responder, aircraft rescue and firefighting (ARFF), TSA security measures, and other applicable emergency airport procedures. Areas of assignment are flexible and may change to meet Airport Public Safety operational commitments. Incumbents may be required to work any shift and may be required to work holidays, weekends and nights as assigned.
Permanent Part-Time (PPT) employees are assigned shifts at a minimum of eight (8) hours totaling forty-eight (48) per pay period. Additionally, incumbents have the option to participate in, or opt out of, the City’s Health and Welfare plan. Pursuant to Fresno City Charter section 1100, Permanent Part-Time employees do not participate in the City’s Retirement System. However, if a successful PPT candidate has previously participated in either of the City’s Retirement Systems (Fire & Police Retirement Systems of City of Fresno Employees Retirement System) he/she will be required to participate in the retirement system pursuant to applicable Fresno Municipal Code sections 3-334 or 3-543 pending reinstatement approval by the Retirement Board.

Position Description
The City of Fresno Airports Department invites interested persons to apply for the position of Airports Safety Management Systems Manager (Airports SMS Manager) to implement and manage the Safety Management Systems program in compliance with Federal rules and regulations for the Fresno Yosemite International Airport (FAT) and the Fresno Chandler Executive Airport (FCH).
The Airports SMS Manager is responsible for the overall implementation and management of the Safety Management System in compliance with Federal rules and regulations. Within guidelines set by the Director of Aviation and regulatory authorities/governing bodies, the incumbent plans and coordinates with all Airport divisions and tenants the details of the Airport SMS. In addition, this position is responsible for other aviation safety-related projects or programs as assigned. This is an unclassified position in which the incumbent serves at the will of the Director of Aviation.
Other essential duties include:
-Managing relationships with representatives from all operational departments, regulatory authorities/governing bodies (FAA, NTSB, ICAO, TSA, CBP, etc.) regarding the development and management of the Fresno Airports SMS.
-Develops, implements and manages the Department Safety Management System in compliance with Federal rules and regulations; utilizes risk assessments and data analysis to identify the effectiveness of the program.
-Serves as a resource and maintains working relationships with all operational departments, regulatory authorities/governing bodies, regarding the Safety Management System.
-Conducts research and performs analysis of hazards; develops policies and procedures in support of the Safety Management System.
-Develops recommendations based upon data collected and findings; including experience, trends and statistics of similar facilities; audits the plan to ensure its effectiveness; and reviews and updates the Safety Management System regularly.
-Tracks the implementation of safety recommendations following safety inspections, accidents or other means of hazard or risk identification; ensures corrective actions are enacted and deficiencies are minimized and corrected.
-Conducts investigations into safety related aspects of department operations to determine contributing factors and root causes as well as implementing measures that would prevent similar events from occurring.
-Facilitates and conducts Safety Risk Assessments (SRA) of department construction projects, special events, and operational policy and procedure changes.
-Prepares monthly activity reports for the Department Director on the status of the Safety Management System; documents the outcome of accident investigations and safety inspections; recaps the safety training provided; and provides recommendations to improve facility safety.
-Develops and provides safety and Safety Management System training to employees and others; and conducts training needs analysis.
-Develops, justifies and administers the budget for this program.
-Plans, coordinates, supervises, trains, and evaluates the performance of assigned staff.

The City offers an attractive and competitive salary and benefits package. The salary for the Airports SMS Manager is dependent upon qualifications. The current annual salary range is $100,440 up to $122,364. The employee benefits package, as noted below, is subject to change and includes:

The Requirements
Candidates for this position will demonstrate knowledge of day-to-day airport operations with a thorough understanding of airport standards and regulatory authorities/governing bodies.
A background that includes a Bachelor’s Degree in Aviation or other Safety Management related field, and four (4) years of experience in Airport safety and compliance or related paid work experience which demonstrates a thorough understanding of the aviation industry and safety and rules and regulations is required.

THE POSITION
The City of Fresno is currently recruiting for a dynamic Airport Operations Supervisor.
Under supervision from the Airports Operations Manager, incumbents perform advanced and complex duties related to Airport operations management, inspections and compliance; plans, coordinates, supervises and evaluates the work of assigned staff; maintains department compliance and monitors and interpret a variety of federal, state and local airport regulations for updates, policy changes and new regulations. Monitors and inspects the airfield, terminal, perimeter, grounds and personnel to ensure compliance with Federal Aviation Regulations (FAA), Transportation Security Administration (TSA), and Airport rules and regulations, and reports deficient conditions for correction.

AIRPORT PUBLIC SAFETY POLICE OFFICER (PART-TIME)
SALARY: $5,419 – $6,890/month

POSITION DESCRIPTION
This is your opportunity to become a member of an extraordinary organization and a dynamic team. Under general supervision, performs the full range of airport public safety functions consisting of airport law enforcement, emergency medical response, TSA security measures and other applicable emergency airport procedures. Incumbents may be required to work any shift and may be required to work holidays, weekends and nights as assigned.
Vacancies currently exist in the City of Fresno Airports Department. Immediate and future vacancies will be filled from this eligible list for a period of three (3) months from the date the eligible list is created, with the option of extending that period for up to a maximum of two years at the City’s discretion. If the examination process is suspended for this recruitment, the eligible list may be limited to three (3) months.
CONDITIONS OF EMPLOYMENT
The following applies to applicants who apply on or after 10/14/2021: As required by Emergency Order 2021-02, section 7.8, newly hired City employees are required to be fully vaccinated against COVID-19 regardless of the employee’s duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be fully vaccinated against COVID-19 and submit documentation of proof of vaccination before appointment or onboarding with the City. PAY, BENEFITS, & WORK SCHEDULE
RETIREMENT: Fresno City Retirement System, one of the best funded public systems in the state. Reciprocity with other public California systems. The City does not participate in Social Security. Vested in Retirement benefits after 5 years of service.
HEALTH INSURANCE: The City contributes toward monthly premiums for PPO medical, dental and vision for employee and dependents. With proof of other health insurance coverage, employees may opt out of enrolling in the City’s Health and Welfare plan.
FLEXIBLE SPENDING ACCOUNT: IRS 125 Plan for health and dependent care expenses.
DEFERRED COMPENSATION: Increase your retirement savings with The City’s 457 plan.
VACATION LEAVE: Eight (8) hours per month, available after 6 months.
SICK LEAVE: Eight (8) hours per month, available after 90 days.

THE REQUIREMENTS
Applicants must meet the minimum qualifications on or before the posted filing deadline in order to qualify for the examination and do not assure placement on the eligible list. Possession of a current State of California Peace Officer Standards and Training (P.O.S.T.) Basic Certificate.
AND Possession of an Intermediate Certificate, or higher, issued by the State of California Department of Justice Commission on Peace Officer Standard and Training (P.O.S.T.) is desirable. Please Note: Possession of a Basic Police Academy Certificate of Completion DOES NOT fulfill all requirements for the P.O.S.T. Basic Certificate or the entrance requirements for this position. Per www.post.ca.gov The Basic Certificate is awarded, as defined in Commission Regulation 1011 to currently full-time peace officers of a POST-participating agency who have satisfactorily completed the prerequisite Basic Course requirement and the employing agency’s probationary period. Out of State applicants must possess at time of application, a Peace Officer Standards and Training (P.O.S.T) Basic Course Waiver through a certified POST Police Academy.
Candidates must possess a valid Class ‘C’ California Driver’s License at time of appointment.
The selected eligible candidates certified will be required to successfully pass an extensive P.O.S.T required background investigation including, polygraph, psychological, medical exam and Peace Officer Department of Justice and Federal Bureau of Investigation fingerprinting process before being eligible for hire with the City of Fresno.

SELECTION PROCESS
The examination process may consist of the following:
APPLICATION REVIEW – Qualifying Only: Applications which meet the minimum qualifications will be reviewed and a limited number of the most qualified candidates will be invited to the oral examination. Selection of the most qualified candidates will be based upon those applications demonstrating the greatest breadth and depth of applicable education, experience, skills and training. Therefore, applicants are urged to submit sufficiently detailed information in their application materials for evaluation.
ORAL EXAM – 100%: A panel of subject matter experts will conduct a job-related oral examination to evaluate a candidate’s knowledge of laws of arrest and the elements of misdemeanor and felony offences, methods and techniques of patrolling and safeguarding public facilities, ability to prepare and write detailed and accurate reports or other topics related to a candidate’s training, experience and qualifications for the position of Airports Public Safety Officer. Candidates must achieve a passing score to qualify for the eligible list. The oral examination is to be determined.
VETERAN PREFERENCE REGULATIONS
Candidates applying for veteran’s preference are required to submit a copy of their DD214 with their application during the specified filing period. Evidence must be presented to indicate that the candidate was discharged honorably from the military service. Veterans, including City employees, must resubmit proof of honorable service for every examination for which veteran’s preference credit is requested. Qualified veterans who pass the examination will have five (5) points added to their final score.
